Westbound Conrail Local WHWC21 creeps upgrade through Tremont, PA on May 12, 1988 with SW1500 No. 9527 and MP15 No. 9627. The conductor is riding the front step of the lead unit, checking clearances between it and the parked cars. In a couple of cases, it was a mere few inches.
