Conrail's BUOI is crossing over from track #2 to track #1 at CP Horn to avoid track work on track #2 further to the east. This was due to Conrail's single tracking and upgrade project on the Southern Tier Line. Rail train RAI-338 had just cleared track #1 at Browns Crossing to the east, allowing BUOI to proceed.
